About the Author - Tim Howell - Innovation and Technology Enthusiast
Tim has over a decade of experience in innovation and technology. During that time he has helped numerous municipal governments innovate and elevate their technology landscape in times of limited resources and exponential growth. Because of the impact Tim’s ingenuity and consultative guidance has had on these organizations, Tim is frequently asked to speak and consult on a variety of technology trends and challenges affecting local government.
The ability to use technology efficiently in order to manage the day-to-day demands of a growing organization is vital to the future of all organizations. For cities and local government, Tim has navigated the complexities of this undertaking and is able to articulate and guide other government leaders to meet the growing demands of their organizations as well as demands from local citizens.

About the Innovation PACT
Knowledge is important, but what we do with that knowledge is exponentially more important. I have studied and practiced innovation as part of my job and as an interest and passion for nearly a decade. During that time, I was able to help a few government organizations become more innovative, but I knew there was more that I could do. This was the driving force behind creating this book.
There is a vast amount of information available on innovation online and in books, but none of these resources break the process down into actionable steps. Therefore, I took the opposite approach, focusing primarily on action and eliminating most of the theories and studies. I did this knowing that I would put myself in the line of fire. There is no one way to do anything, and thus, others may not agree with my approach to creating an Innovation Strategy, but I am OK with that.
The problem this book sets out to solve is not the same as other innovation books. Instead, this book is intended to be a guide that any organization can use to promote innovation. I wanted to make it so simple that you could read the entire book and get started creating your strategy in a few hours. I feel confident that I have accomplished that.
To keep things simple, this book is broken down into six manageable sections. Here is a brief overview of each:
Section 1: Laying the Foundation
In Section 1, we will cover the basic concepts that all innovation leaders need to understand before implementing an Innovation Strategy.
Section 2: Take the Innovation PACT
Section 2 covers the Innovation PACT in detail (PACT stands for Persistence, Accountability, Culture, and Technology).

In Section 3, we will cover the components that constitute an Innovation Strategy and information on how to complete each of those components in detail.
Section 4: Creating an Innovation Program
Section 4 covers the steps of an Innovation Program and provides some tips for making it successful.

In Section 5, we will look at a step-by-step guide to implementing an Innovation Strategy, walking you through everything covered in Sections 3 and 4.
Section 6: Maintaining Your Innovation Strategy
Section 6 covers the ongoing maintenance required to keep your Innovation Strategy up-to-date and moving forward.
